The EMM must be developed in full compliance to AS 3745-2010, inspected and tested at the specified periodic intervals, and maintained to the requirements of Section 14 of AS 1851-2012: Routine service of fire protection systems and equipment.

Under AS 3745-2010: Planning for emergencies in facilities, an Emergency Control Organization (ECO) must be established to facilitate the safe and orderly implementation of the Emergency Response Procedures, including the evacuation of the employees/occupants from the building. The ECO is a structured team of employees/building occupants that assume command during an emergency, until the arrival of the fire brigade and other emergency services.

All commercial buildings are required to perform a building evacuation exercise at least once every 12 months. All occupants of the building are required to participate in the evacuation exercise in compliance with AS 3745-2010: Planning for emergencies in facilities.
The purpose of the evacuation exercise is to test the effectiveness of the written Emergency Management Manual (EMM) and test the competency of the members of the Emergency Control Organisation (ECO). First 5 Minutes can assist in the planning and implementation of site specific evacuation exercises in coordination with your Emergency Planning Committee (EPC) and the ECO. We will conduct a briefing/meeting (pre-evacuation exercise) with the EPC and ECO to state the objectives and expected outcomes of the evacuation exercise. The meeting will describe the scenario and procedures of the exercise. We will observe the evacuation exercise, identify any deficiency and recommend ways to improve the Emergency Management Plan and established Emergency Response Procedures. Afterwards, we will hold a detailed debriefing session with members of the ECO so that your wardens have the opportunity to gauge the ECO response and to identify any deficiency in the Emergency Response Procedures and its implementation. At the end of the exercise, we will attend the debriefing with the ECO and analyse the recorded events. A report will be made and submitted to the EPC with the observation made and recommended solution to identified deficiencies.
We will provide your EPC with a comprehensive evacuation exercise report, recording the sequence of events, observations made, identify any deficiencies during the performance of the exercise and provide recommendations for improvement.
Every commercial building must have evacuation diagrams developed and displayed. These must be displayed in conspicuous positions on the building’s emergency evacuation route and orientated to the building’s layout.
The evacuation diagrams are to educate and inform all occupants of the evacuation routes to be used in an emergency and the location of fire equipment that may be required during the emergency, the Assembly Areas and who to call in the event of an emergency. The evacuation diagrams must be in full compliance with AS 3745-2010: Planning for emergencies in facilities.
